Speaking Your Mind on Facebook - Teplivina.com
Facebook is definitely and clearly a place to speak your mind since you are allowed to say whatever you want to say. Yet, can you REALLY say what you want to say?
Personally, I use Facebook mainly for keeping in contact with friends and advertising about my educational services. ?However, recently I have decided to also use Facebook to speak my mind out to the public especially about social issues that happen in Cambodia and and that help Cambodian society to grow in a positive way. This decision of mine is pretty much influenced by George Carlin (1937-2008), a great stand-up comedian, actor, and philosopher. He was known for his stand-up comedy shows in which he criticized the US government and talked about social issues beneficial to people.
To say that talking about social issues in Cambodia on Facebook is an easy decision could be a mistake because many people particularly my family members have warned me of danger into which I will put myself because some of the stuffs about which I truthfully talk are related to high-ranking officials and big business people in Cambodia. Some even said that I would put my life at stake.
Am I scared? Personally I am not, even a bit, because there is nothing wrong about speaking the truth. If we are terrified about speaking the truth, we had better be prepared to start living in illusion full of lies, distortions and frauds. Plus, I only speak about what I believe is wrong to the Cambodian society with concrete evidence. Besides, I do not involve in any political parties whether they are for or against the government.
Today marks the end of the second week of speaking-my-mind-on-Facebook mission. ?For 14 days, I have written no fewer than 6 edu-taining statuses about Cambodia?s social issues including beer and wine advertising, regular electricity cut-outs and etc.
What have I got from speaking my mind on Facebook??
Besides the hundreds of ?Likes?, dozens of ?Comments? and dozens of ?Shares? that I got for each of my speaking-my-mind statuses on Facebook, I have got many insights from doing this.
First of all, I have learnt that there are actually many caring people in the society. Cambodian youths and citizens actually care about Cambodian society. They want and are willing to help Cambodia grow by means that they are able to do. For instance, whenever I posted good statuses about beer and wine advertising, they shared my statuses to their friends and groups in which they are. Even though some of them are not courageous enough to speak their mind, they are actually brave enough to stand behind someone or some people who do.
Secondly, I also learnt to control my mind. There are actually many things to say about Cambodian society, people, governments and etc. Yet, not all the things can be said. There are limitations by which I should abide or else I will be in trouble provided that I do not have enough evidence to back up with opinions most of which are put in my statuses. As a responsible citizen, I respect people for their action just like the way I want to be treated, thus making me realize the mark that I cannot cross. Though I am not afraid to write about what I want to write, I have to respect other people by not writing something that is groundless and untrue about them.
Thirdly, since I produced my comments about Cambodia mostly in Khmer language, I have somehow improved my Khmer language writing skills. Honestly speaking, my Khmer language writing skills suck since I have not practiced it much if compared to my English language writing. After the two-week writing, I have seen growth in my Khmer language writing in spelling and grammar. (I strongly encourage Cambodian people to start writing in Khmer language as to promote accuracy in Khmer language usage).

LG Optimus GK brings things back down to a more manageable 5 inches
Think Optimus G Pro, only smaller, and only in South Korea for now
LG tonight has announced the Optimus GK, basically taking the better parts of the LG Optimus G Pro and scaling things down into a slightly more manageable 5-inch form factor in line with its recently release national cousin, the Samsung Galaxy S4.
The Optimus GK is a tad taller and thicker than the Galaxy S4 -- and as of this announcement it's only destined for South Korea. But we've been pleasantly surprised by the larger Optimus G Pro, and chances are its little brother will be equally well-designed. It's got a 5-inch IPS display at 1,080 by 1,920 resolution, a 3,100 mAh battery and is running Android 4.1.2 on a Snapdragon 600 platform.
Plus, this one's got the same Photosphere feature -- called VR Panorama here -- as the Optimus G Pro (thanks, LG, but license that thing out already!) as well as the dual video recording that was first made available in an update for the Optimus G Pro and is also a feature on on the Galaxy S4. Yes, the back-and-forth feature battle is alive and well in the southern part of the Korean peninsula.
So if you're looking forward to AT&T's upcoming Optimus G Pro this week (we'll be at Wednesday's launch event in New York City, by the way) but don't want that oversized form factor, this might be the phone for you. Just hang tight and hope we get it here in the states.

Per-student pre-K spending lowest in decade
WASHINGTON (AP) ? State funding for pre-kindergarten programs had its largest drop ever last year and states are now spending less per child than they did a decade ago, according to a report released Monday.
The researchers also found that more than a half million of those preschool students are in programs that don't even meet standards suggested by industry experts that would qualify for federal dollars. And 10 states don't offer any dollars to pay for prekindergarten classrooms.
"The state of preschool in America is a state of emergency," said report author Steven Barnett, director of the National Institute for Early Education Research at Rutgers University.
That assessment ? combined with Congress' reluctance to spend new dollars ? complicates President Barack Obama's effort to expand pre-K programs across the country. Until existing programs' shortcomings are fixed, it is likely to be a tough sell for Obama's call for more preschool.
Education Secretary Arne Duncan and Health and Human Services Secretary Kathleen Sebelius joined Barnett on Monday in Washington to release the report and acknowledge the challenges in educating the nation's youngest students within the existing and widely varied systems. Both Cabinet secretaries tried to portray the report's dire verdict as a reason to push forward with a federally backed preschool program.
"This year's report has some pretty grim news but I think it also highlights the urgency for the historic investment in early education that the president called for in his State of the Union," said Sebelius, whose department runs the Head Start programs for the poorest young students.
Added Duncan: "The news here isn't as good, isn't as positive as we would like it to be."
"If ever there was report that makes the case for the need for President Obama's preschool-for-all proposal, this report is it," the former Chicago public schools chief said.
During his State of the Union speech, Obama proposed a federal-state partnership that would dramatically expand options for families with young children. Obama's plan would fund public preschool for any 4-year-old whose family income was below twice the federal poverty rate.
If it were in place this year, the plan would allow a family of four with two children to enroll students in a pre-K program if the family earned less than $46,566.
Students from families who earn more could participate in the program, but their parents would have to pay tuition based on their income. Eventually, 3-year-old students would be part of the program, too.
As part of his budget request, Obama proposed spending $75 billion over 10 years to help states get these new programs up and running. During the first years, Washington would pick up the majority of the cost before shifting costs to states.
Barnett called that price tag "not much more than a rounding error in the federal budget."
Obama proposed paying for this expansion by almost doubling the federal tax on cigarettes, to $1.95 per pack.
Obama's pre-K plan faces a tough uphill climb, though, with the tobacco industry opposing the tax that would pay for it and lawmakers from tobacco-producing states also skeptical. Conservative lawmakers have balked at starting another government program, as well. Obama's Democratic allies are clamoring to make it a priority.
Yet lawmakers are already fighting among themselves over spending cuts that are forcing students to be dropped from existing preschool programs, the levying of higher fees for student loans and deep cuts for aid to military schools.
States spent about $5.1 billion on pre-K programs in 2011-12, the most recent school year, researchers wrote in the report.
Per-student funding for existing programs during that year dropped to an average of $3,841 for each student. It was the first time average spending per student dropped below $4,000 in today's dollars since researchers started tracking it during the 2001-02 academic year.
Adjusted for inflation, per-student funding has been cut by more than $1,000 during the last decade.
Yet nationwide, the amounts were widely varied. The District of Columbia spent almost $14,000 on every child in its program while the states of Colorado, South Carolina and Nebraska spent less than $2,000 per child.
"Whether you get a quality preschool program does depend on what ZIP code you are in," Barnett said.
Among the 40 states that offer state-funded pre-K programs, 27 cut per-student spending last year. In total, that meant $548 million in cuts.
Money, of course, is not a guarantee for students' success. But students from poor schools generally lag students from better-funded counterparts and those students from impoverished families arrive in kindergarten less prepared than others.
In all, only 15 states and the District of Columbia spent enough money to provide quality programs, the researchers concluded. Those programs serve about 20 percent of the 1.3 million enrolled in state-funded prekindergarten programs.
"In far too many states, funding levels have fallen so low as to bring into question the effectiveness of their programs by any reasonable standard," researchers wrote.
Part of the reason for the decreased spending are the lingering effects of the economic downturn in 2008, coupled with the end of federal stimulus dollars to plug state budgets.
"Although the recession is technically over, the recovery in state revenues has lagged the recovery of the general economy and has been slower and weaker than following prior recessions. This does not bode well for digging back out of the hole created by years of cuts," the researchers wrote in their report.
Nationally, 42 percent of students ? or more than a half million students ? were in programs that met fewer than half of the benchmarks researchers identified as important to gauging a program's effectiveness, such as classrooms with fewer than 20 students and teachers with bachelor's degrees.
That, too, suggests problems for Obama's plan to expand pre-K programs, especially if Washington insists its partners meet quality benchmarks to win federal dollars.

WH: Anthony Foxx in line for transportation post
WASHINGTON (AP) ? President Barack Obama on Monday will nominate Charlotte, N.C., Mayor Anthony Foxx as his new transportation secretary, a White House official said Sunday.
If confirmed by the Senate, Foxx would replace outgoing Secretary Ray LaHood.
Foxx is Obama's first black nominee among the new Cabinet members appointed for the second term. The president faced criticism early in his second term for a lack of diversity among his nominees.
The official insisted on anonymity to avoid public discussion of the pick before the official announcement.
The official noted that Foxx has led efforts to improve his city's transit infrastructure to expand economic opportunity for businesses and workers. During Foxx's term as mayor, Charlotte has broken ground on several important transportation projects, including the Charlotte Streetcar Project to bring modern electric tram service to the city as well as a third parallel runway at Charlotte/Douglas International Airport. The city has also moved to extend the LYNX light rail system to the University of North Carolina at Charlotte, the official said.
Foxx, an attorney who has worked in several positions with the federal government, was first elected mayor in 2009. He also served as a member of the Charlotte City Council.

Plants moderate climate warming
Apr. 28, 2013 ? As temperatures warm, plants release gases that help form clouds and cool the atmosphere, according to research from IIASA and the University of Helsinki.
The new study, published in Nature Geoscience, identified a negative feedback loop in which higher temperatures lead to an increase in concentrations of natural aerosols that have a cooling effect on the atmosphere.
"Plants, by reacting to changes in temperature, also moderate these changes," says IIASA and University of Helsinki researcher Pauli Paasonen, who led the study.
Scientists had known that some aerosols -- particles that float in the atmosphere -- cool the climate as they reflect sunlight and form cloud droplets, which reflect sunlight efficiently. Aerosol particles come from many sources, including human emissions. But the effect of so-called biogenic aerosol -- particulate matter that originates from plants -- had been less well understood. Plants release gases that, after atmospheric oxidation, tend to stick to aerosol particles, growing them into the larger-sized particles that reflect sunlight and also serve as the basis for cloud droplets. The new study showed that as temperatures warm and plants consequently release more of these gases, the concentrations of particles active in cloud formation increase.
"Everyone knows the scent of the forest," says Ari Asmi, University of Helsinki researcher who also worked on the study. "That scent is made up of these gases." While previous research had predicted the feedback effect, until now nobody had been able to prove its existence except for case studies limited to single sites and short time periods. The new study showed that the effect occurs over the long-term in continental size scales.
The effect of enhanced plant gas emissions on climate is small on a global scale -- only countering approximately 1 percent of climate warming, the study suggested. "This does not save us from climate warming," says Paasonen. However, he says, "Aerosol effects on climate are one of the main uncertainties in climate models. Understanding this mechanism could help us reduce those uncertainties and make the models better."
The study also showed that the effect was much larger on a regional scale, counteracting possibly up to 30% of warming in more rural, forested areas where anthropogenic emissions of aerosols were much lower in comparison to the natural aerosols. That means that especially in places like Finland, Siberia, and Canada this feedback loop may reduce warming substantially.
The researchers collected data at 11 different sites around the world, measuring the concentrations of aerosol particles in the atmosphere, along with the concentrations of plant gases, the temperature, and reanalysis estimates for the height of the boundary layer, which turned out to be a key variable. The boundary layer refers to the layer of air closest to the Earth, in which gases and particles mix effectively. The height of that layer changes with weather. Paasonen says, "One of the reasons that this phenomenon was not discovered earlier was because these estimates for boundary layer height are very difficult to do. Only recently have the reanalysis estimates been improved to where they can be taken as representative of reality."

FAA says air travel system to be normal Sunday night
(Reuters) - The Federal Aviation Administration (FAA) said on Saturday it had suspended all employee furloughs and that it expects the U.S. air travel system to return to normal by Sunday evening Eastern Time.
The suspension follows passage on Friday of a bill allowing the agency to shift money within its budget to halt furloughs of air-traffic controllers that started April 21.
The furloughs, prompted by automatic budget cuts, caused thousands of flight delays and hundreds of cancellations throughout the week. The FAA said in a statement on Saturday that it expects staffing to return to normal levels over the next 24 hours.
Airports around the country were reporting that flights were arriving and departing on time at 1 p.m. EDT, with the exception of San Francisco, where arrivals were delayed 44 minutes on average because of construction, the FAA said.
Earlier on Saturday, President Barack Obama chided Republicans in his weekly radio address for approving a plan to ease air-traffic delays while leaving untouched budget cuts that affect children and the elderly.
Congressman Bill Shuster, chairman of the House Transportation and Infrastructure Committee and a Republican from Pennsylvania, said the FAA could have complied with the automatic budget cuts, known as sequester, in a way that avoided inconveniencing travelers.

Fish win fights on strength of personality
Apr. 26, 2013 ? When predicting the outcome of a fight, the big guy doesn't always win suggests new research on fish. Scientists at the University of Exeter and Texas A&M University found that when fish fight over food, it is personality, rather than size, that determines whether they will be victorious. The findings suggest that when resources are in short supply personality traits such as aggression could be more important than strength when it comes to survival.
The study, published in the journal Behavioral Ecology and Sociobiology, found that small fish were able to do well in contests for food against larger fish provided they were aggressive. Regardless of their initial size, it was the fish that tended to have consistently aggressive behaviour -- or personalities -- that repeatedly won food and as a result put on weight.
Dr Alastair Wilson from Biosciences at the University of Exeter said: "We wondered if we were witnessing a form of Napoleon, or small man, syndrome. Certainly our study indicates that small fish with an aggressive personality are capable of defeating their larger, more passive counterparts when it comes to fights over food. The research suggests that personality can have far reaching implications for life and survival."
The sheepshead swordtail fish (Xiphophorus birchmanni) fish were placed in pairs in a fish tank, food was added and their behaviour was captured on film. The feeding contest trials were carried out with both male and female fish. The researchers found that while males regularly attacked their opponent to win the food, females were much less aggressive and rarely attacked.
In animals, personality is considered to be behaviour that is repeatedly observed under certain conditions. Major aspects of personality such as shyness or aggressiveness have previously been characterised and are thought to have important ecological significance. There is also evidence to suggest that certain aspects of personality can be inherited. Further work on whether winning food through aggression could ultimately improve reproductive success will shed light on the heritability of personality traits.

N. Korea: Verdict soon for American citizen
PYONGYANG, North Korea (AP) ? North Korea says it will soon deliver a verdict in the case of a detained American it accuses of trying to overthrow the government, further complicating already fraught relations between Pyongyang and Washington.
The announcement about Kenneth Bae comes in the middle of a lull after weeks of war threats and other provocative acts by North Korea against the U.S. and South Korea.
Bae, identified in North Korean state media by his Korean name, Pae Jun Ho, is a tour operator of Korean descent who was arrested after arriving with a tour on Nov. 3 in Rason, a special economic zone bordering China and Russia.
"The preliminary inquiry into crimes committed by American citizen Pae Jun Ho closed," the official Korean Central News Agency said. "In the process of investigation he admitted that he committed crimes aimed to topple the DPRK with hostility toward it. His crimes were proved by evidence. He will soon be taken to the Supreme Court of the DPRK to face judgment."
DPRK is the acronym for the North's official name, the Democratic People's Republic of Korea.
It is not known what sort of sentence Bae faces, but under North Korea's criminal code, terrorist acts include murdering, kidnapping and injuring the country's citizens can lead to a death sentence or life in jail.
In 2009, American journalists Laura Ling and Euna Lee were sentenced to 12 years of hard labor for trespassing and unspecified hostile acts. They were freed later that year after former President Bill Clinton visited Pyongyang to negotiate their release.
Including Ling and Lee, Bae is the sixth American detained in North Korea since 2009. The other Americans were eventually deported or released after high-profile diplomatic interventions, such as by Clinton.
North Korea has expressed rage over U.N. sanctions over a February nuclear test and ongoing U.S.-South Korean military drills, though analysts say Pyongyang's motive is to get its Korean War foes to negotiate on its own terms.
"For North Korea, Bae is a bargaining chip in dealing with the U.S. The North will use him in a way that helps bring the U.S. to talks when the mood slowly turns toward dialogue," said Koh Yu-hwan, a professor of North Korean Studies at Seoul's Dongguk University.
North Korea and the United States fought the 1950-53 Korean War and don't have diplomatic relations. The Swedish Embassy in Pyongyang represents the United States.
KCNA didn't say when Bae's verdict will be announced.
North Korea's state media and the U.S. government have made little information about Bae public.
But his friends, colleagues and South Korean activists specializing in North Korea affairs said Bae is a Christian missionary based in a Chinese border town who frequently made trips to North Korea to feed orphans there. It is not known whether he tried to evangelize while in North Korea.
Officially, North Korea guarantees freedom of religion. In practice, authorities crack down on Christians, who are seen as Western-influenced threats to the government. The distribution of Bibles and secret prayer services can mean banishment to a labor camp or execution, defectors from the country have said.
Meanwhile, South Korea is pulling its citizens from a joint factory park in North Korea after Pyongyang rejected Seoul's demand for talks on the inter-Korean symbol of detente. The park was shuttered earlier this month after the North pulled its workers out of it, objecting to views in South Korea that the complex is a source of badly needed hard currency for Pyongyang.

Feeling frisky? If so, chances are greater your estrogen level ?? and, perhaps, fertility ?? are hitting their monthly peak. If not, you're more likely experiencing a profusion of desire-deadening progesterone, and the less fertile time in your cycle. Oh, the power of hormones.
Researchers have long suspected a correlation between hormone levels and libido, but now scientists at UC Santa Barbara, led by James Roney, a professor in the Department of Psychological and Brain Sciences, have actually demonstrated hormonal predictors for sexual desire. Their findings appear in the current issue of the journal Hormones and Behavior.
"We found two hormonal signals that had opposite effects on sexual motivation," said Roney, the article's lead author. "Estrogen was having a positive effect, but with a two-day lag. Progesterone was having a persistent negative effect, both for current day, day before, and two days earlier." When hormone levels and sexual desire were factored against the menstrual cycles of test subjects ?? in this case, undergraduate students ?? the researchers saw a measurable increase in progesterone levels at the same time the subjects noted decreases in sexual motivation. Progesterone, the researchers say, is mediating this drop in desire from the fertile window to the luteal phase ?? the second half of the menstrual cycle.
"Progesterone acting as a potential stop signal within cycles is a novel finding in humans," noted Roney. "We know in rhesus monkeys there is a strong negative correlation with progesterone and a positive correlation with estrogen. The patterns are actually comparable to what you see in non-human primates, but hadn't been shown in humans."
The researchers' findings have potential implications on the treatment of low sexual desire and how hormone replacement trials are done. "We're not controlling hormones the way they do in the hormone replacement literature, so, in a sense, that literature is more directly applicable in terms of medical applications," said Roney. "But in the long run, it would be good to have a model of the combination of signals that operates in the natural cycle. The way hormone replacement trials are done now, there's no model of the natural signals, so they're sort of random ?? let's give estrogen, let's give testosterone, let's combine them this way or that way."
Roney noted that his findings don't present a full model, and he'd like to replicate his results with women of different age groups. "Undergraduates might be unique for a lot of reasons," he said. "Their hormone levels tend to be a bit different from those of women even just a little bit older. And married women in their 30's are likely to be more consistently sexually active, and that might change the patterns in some ways. They also tend to have higher hormone secretion and more regular cycles than younger women," he said
Eventually, Roney continued, the goal would be to have a better model of the signals in a natural cycle that might then inform medical research.
Another interesting finding, according to Roney, was the impact ?? or lack thereof ?? of testosterone on the women's sexual motivation. "There's a common belief in the medical literature that testosterone is the main regulator of women's libido," he explained. "Doctors tend to believe that, though the evidence isn't that strong in humans. In the natural cycles, we weren't finding effects of testosterone. It wasn't significantly predicting outcomes."
Roney doesn't deny that testosterone does seem to have a positive effect in hormone replacement therapy, but suggests the effects may be pharmacological. "Testosterone has those effects if you inject it externally in women who are menopausal, and there are a lot of reasons that might be the case," he said. "For example, testosterone can be converted to estrogen through a particular enzyme. If you inject menopausal women with testosterone, it might be acting as a device that's delivering estrogen to the target cells. So the fact that it works doesn't necessarily mean it's an important signal in the natural cycle."

Serbian lawmakers vote to support Kosovo deal
BELGRADE, Serbia (AP) ? Serbian lawmakers have overwhelmingly supported an agreement normalizing relations with breakaway Kosovo, a potentially landmark deal that could end years of tensions between the Balkan antagonists and put them both on a path to European Union membership.
Parliament backed the deal in a 173-24 vote Friday. The agreement drew support from the parties of the ruling, nationalist-led government and the center-left opposition. A pro-Russian, nationalist party was the only group that voted against the deal.
Parliamentary backing is a boost for the Serbian government, which reached the agreement with Kosovo this month in Brussels, but has faced pressure from nationalists and Serb hardliners in Kosovo's divided north, who rejected it.
Serbia has refused to recognize Kosovo's 2008 declaration of independence.

How Far Do You Take Couponing?
Clipping coupons and deal hunting are great ways to save money. At what point, though, does it stop being worth the effort?
As finance blog The Simple Dollar points out, there are a few ways that couponing can become an inefficient way to save. For example, if you pay less per unit on perishable food but aren't able to eat it all before it goes bad, then you've actually wasted money. There is also the issue of the amount of time invested:
A more extensive couponing strategy tends to cost me time that I could be using in more effective ways, and when you?re getting down into the $5 or $6 per hour invested range, there are a lot of more effective ways to save money. I tend to get very wary of any activity that drops below the minimum wage in terms of time invested because, if the time is spent without joy and camaraderie, I could go get a minimum wage job and earn more than that.
That point about joy is important because for some, couponing isn't just about saving money. For them, it's a fun hobby. What about you, though? How hard are you willing to work to save a dollar at the grocery store? How do you decide when you're putting in more effort than the value you're getting out of it?

Justice Department says no need to furlough employees
WASHINGTON (Reuters) - The Justice Department will not have to furlough any employees this fiscal year because of the automatic budget cuts that went into effect in March, Attorney General Eric Holder told employees in a memo on Wednesday.
Hiring freezes and other cost-cutting measures will allow the Justice Department to keep its prosecutors, and agents at the Federal Bureau of Investigation and Bureau of Alcohol, Tobacco and Firearms, on the job.
That is in contrast with other parts of the government such as the Federal Aviation Administration, which is having to force thousands of air traffic controllers to take unpaid days off.
"This action means that thousands of critical FBI and ATF agents, Deputy U.S. Marshals, prosecutors and other department employees will remain on the job protecting national security, fighting violent crime and enforcing our laws," Holder said.
However, Holder warned employees that this only addressed furloughs scheduled through the end of September, when government spending must be cut by $85 billion.
Military and domestic government programs are facing another $1.1 trillion in cuts over the next decade unless Congress passes legislation to undo the deficit reduction law.
President Barack Obama has already set in motion the next $109 billion of budget cuts, also known as the sequester, for the fiscal year starting October l.
"Few, if any, of the extraordinary actions we are taking now to avoid furloughs will be available again next year, and thus furloughs are a distinct possibility at the beginning of next fiscal year if sequestration levels continue," Holder said in the memo.

How a phony tweet and trading programs on autopilot sank stocks
NEW YORK (AP) ? For a few surreal minutes, a mere 12 words on Twitter caused the world's mightiest stock market to tremble.
No sooner did hackers send a false Associated Press tweet reporting explosions at the White House on Tuesday than investors started dumping stocks ? eventually unloading $134 billion worth.
Except most of the investors weren't human. They were computers, selling on autopilot beyond the control of humans, like a scene from a sci-fi horror film.
"Before you could blink, it was over," said Joe Saluzzi, co-founder of Themis Trading and an outspoken critic of high-speed computerized trading. "With people, you wouldn't have this type of reaction."
For decades, computers have been sorting through data and news to help investment funds decide whether to buy or sell. But that's old school. Now "algorithmic" trading programs sift through data, news, even tweets, and execute trades by themselves in fractions of a second, without slowpoke humans getting in the way. More than half of stock trading every day is done this way.
Markets quickly recovered after Tuesday's plunge. But the incident rattled traders and highlighted the danger of handing control to the machines. It also raised questions about whether regulators should be doing more to monitor the relationship between social media and the markets.
Irene Aldridge, a consultant to hedge funds on algorithmic programs, said many of the trading systems just count the number of positive and negative words, without any filter. She wants regulators to do more but believes that glitches and plunges may be inevitable.
"You can't ban Twitter," said Aldridge, author of "High-Frequency Trading," a guide to algorithmic trading.
Just how exactly the trading unfolded Tuesday is still a bit of a mystery.
Some experts say the computers took their cue from humans, picking up on a pause in buying as traders read the phony tweet. In Wall Street's insanely fast trading world, humans holding back for even a second could have signaled to computers that buyers were drying up and that prices could fall, and so the computers should sell fast.
Others, like Saluzzi, think computers may have sold on the tweet itself. That's possible because computer trading programs are increasingly written to read, and react to, news from social media outlets like Twitter.
Experts say the fake tweet seemed designed to catch a computer's attention.
Rich Brown, head of Elektron Analytics, a Thomson-Reuters unit that sells news feeds that computers can read, said that the words "explosions" or "Obama" alone wouldn't have triggered selling. But add "White House," and it's a combination even the slowest computer couldn't miss.
Brown said his service doesn't include Twitter in its feeds because there's too much useless "noise" in the deluge of tweets and, given the 140-character limit to tweets, often too little context.
Before the fake tweet appeared on Tuesday, it looked like any other good day on Wall Street. Unexpectedly strong earnings reports sent stocks in the Dow Jones industrial average up 1 percent to 14,697 with three hours to go in the trading day.
Then, at 1:08 p.m. EDT, a tweet appeared on the hacked AP Twitter account stating that two explosions at the White House had injured President Barack Obama. Stocks immediately started falling and tumbled for two minutes.
The Dow dropped from 14,697 to 14,554, losing 143 points, or 1 percent. In the frenzied selling, oil prices dropped, gold rose, the dollar rallied and the price of Treasury notes, seen by many investors as a hiding spot, shot higher, briefly knocking yields to their lowest level of the year.
The AP quickly announced that its account had been hijacked and the report was false. The Dow began to climb again, recovering all its losses by 1:18 p.m. That was 10 minutes after the fake tweet, according to FactSet, a financial data provider.
A group called the Syrian Electronic Army said it was responsible for the hack. But the claim has not been corroborated. The FBI and the Securities and Exchange Commission said they had opened investigations into the incident.
Some Wall Street pros were surprised that a single tweet could move markets so much.
Julian Brigden, managing partner of Macro Intelligence 2 Partners, an investment consultancy, said the drop suggested an "unstable" trading environment dominated by investors too quick to buy or sell without any thought.
"To me, it's indicative of a very dangerous market," he said.
Though stocks eventually recovered for the day, investors have been on edge recently.
"People are looking for a reason to sell, and (Tuesday) it was a fake tweet," said Adam Sussman, head of research at Tabb Group, a research firm. "Of course, once they realized it was fake, they bought back in, or they stopped selling."
But he thinks humans played only a minor role in the stock plunge. He said most professional investors are too savvy to sell on a tweet.
"They'd get a tweet from AP and then say, 'Oh, was there a corroborating tweet from Bloomberg? A corroborating tweet from Thomson Reuters?' and so forth," he said. "So I don't believe that anyone selling substantial money saw that tweet and just began selling off billions of dollars."
Joe Fox, founder of online brokerage Ditto Trade, said the selling was too fast for humans to have pulled off, and computers were to blame.
"Whoever this jerk (who wrote the tweet) is probably cost some people millions of dollars in a matter of minutes," he said.
Computer programs have come to dominate stock-market trading over the past 20 years. The goal is speed, and it's led to an arms race as companies develop ever-faster programs. High-speed trading came under public scrutiny following the "flash crash" of May 6, 2010, when a glitch erased 600 points from the Dow in five minutes.
One of the latest weapons in the arms race is machine-readable news. The Thomson Reuters service, one of the more popular offerings, scans 50,000 news sources and 4 million social media sites for stories.
Brown says his programs take news articles and announcements and automatically flag answers to the essential questions ? who, what, where, when and why. The answers are translated into a code that an investment firm's trading program can understand and then sent to clients. All of that takes less than one-thousandth of a second.
It's up to the investment fund to place a value on each word and rank established news outlets over other sources like blogs or social media websites, Brown said.
Tapping into the stream of comments on Twitter has become increasingly popular. Earlier this month, the SEC cleared companies to release key announcements on Twitter, Facebook and other social-media venues. Bloomberg also added Twitter to its terminals, a fixture on every big bank's trading floor.
Regulators have been studying the problems posed by automatic computer trading for years. Last month, the SEC proposed tighter oversight of automatic trading. Stock exchanges would be required to test their trading systems routinely, and report to the SEC about problems that could damage trading, like hacking.
"The exchanges love speed," said Bart Chilton, a member of the Commodity Futures Trading Commission, a regulator that has been reviewing high-speed programs. "I'm not so sure that fast is always better."

China HSBC Flash PMI falls, points to tepid second-quarter recovery

BEIJING (Reuters) - Growth in China's vast factory sector dipped in April as new export orders shrank, a preliminary survey of factory managers showed on Tuesday, suggesting the world's second-largest economy still faces formidable global headwinds into the second quarter.
The flash HSBC Purchasing Managers' Index for April fell to 50.5 in April from 51.6 in March but was still stronger than February's reading of 50.4.
A sub-index measuring new export orders fell to 48.6 in April from 50.5 in March, reflecting weaker global demand as the U.S. economic recovery remains fragile and the euro zone is mired in recession.
The figures follow an unexpected contraction in export orders in March to Taiwan, one of the region's biggest providers of tech gadgets, signaling that Asia's trade-reliant economies may be losing further momentum.
Exports from South Korea, another big supplier to the global tech industry, fell by 3.1 percent for the first 20 days of April from a year earlier.
"New export orders contracted after a temporary rebound in March, suggesting external demand for China's exporters remains weak," said HSBC's China chief economist Qu Hongbin.
"Beijing is expected to respond strongly to sustain the economic recovery by increasing efforts to boost domestic investment and consumption in the coming months."
The Australian dollar fell to multi-week lows against the U.S. dollar, euro and pound after the data. Asia stock markets were lower across the region, with the CSI300 index of the leading Shanghai and Shenzhen A-share listings down 1.8 percent.
The International Monetary Fund on Tuesday cut its 2013 forecast for global growth to 3.3 percent, down from its January projection of 3.5 percent.
The latest PMI data may overshadow China's recovery in the second quarter after growth unexpectedly slowed to 7.7 percent in the first quarter from 7.9 percent in the previous three months.
The slowdown, which came despite a credit boom, suggesting the cash sloshing around the economy is not having the desired effect of stoking growth and could instead exacerbate property and inflationary risks.
China's industry ministry noted in a separate statement on Tuesday that companies had no strong desire to invest given weak demand and overcapacity, and it did not see any improvement in their difficulties operating in an uncertain and unstable global environment.
Still, the HSBC PMI has been above the 50-point level demarcating growth from contraction from the previous month since November 2012, though its failure to break above 53 indicates that the economic expansion it signals is only moderate.
Sub-indexes measuring both input and output prices fell in April, indicating overcapacity upstream and soft demand, according to the Flash PMI survey.
An employment sub-index also dipped as factory activity cooled, although China's job market is holding up relatively well despite slower growth.
The latest Reuters poll showed China's economic growth could pick up in the second quarter as the government boosts infrastructure spending.
Analysts in the poll expected full-year economic growth to pick up slightly to 8.0 percent in 2013 from 7.8 percent last year, its weakest rate since 1999.
China has set a 7.5 percent GDP growth target for 2013, a level Beijing deems sufficient for job creation while providing room to deliver structural adjustment.
The government is expected to step up infrastructure investment to cushion the economy against global headwinds, but a big stimulus package looks unlikely as Beijing plans to deepen reforms to put growth on a more sustainable long-term footing.
On Tuesday the China Daily newspaper quoted a researcher from the Ministry of Finance as saying that stimulus on the scale of that in 2008 was not necessary, as the economy is on an overall stable trend.
The final HSBC manufacturing PMI is scheduled to be published on May 2, a day after the official PMI.

With all this talk of entrepreneurialism as the savior for the Wisconsin economy, I thought it might be interesting to take a look at some Wisconsin companies - size, performance, etc. Wisconsin, especially for its size, is home to numerous renowned, global, and Fortune 500 companies. Many are older, well-known companies, but there are also many newer, up-and-coming businesses.
The Top Companies in Wisconsin on the 2012 Inc. 5000 The Wisconsin 75 is an annual ranking and recognition of the largest closely held companies headquartered in Wisconsin. The list ranks the Top 75 companies by revenue, as determined by a voluntary submission of a qualifications form.

It holds appeal across the political spectrum, from corporate lobbyists trying to sell tax breaks to postmodern New Agers trying to sell their vision of decentralization and local self-reliance...Small firms pay less than large ones, are less likely to offer health, pension, or child care benefits, and are often more dangerous to workers. With few exceptions, they're not all that innovative technologically...37% of the labor force changes its employment status every year...new jobs do not sprout in the greatest numbers at either fresh start-ups or small firms...Smaller employers do generate plenty of jobs, but they also destroy them in great quantities. If you add together creation and destruction, no clear picture emerges."
We also shouldn't forget that Montana, Vermont, Alaska, New Mexico, Mississippi, Idaho, Louisiana, and Kentucky are often?ranked?near the top of entrepreneurial lists. Yet these are hardly the places most would think of in regards to start-ups, innovation and technology.
